APAC IT Outsourcing Models for Enterpris...

Our Insights
Companies choose a partner for data, AI and cloud modernization by deciding first how they want the work delivered, then testing each partner on engineering depth, local delivery and governance. In APAC the choice usually comes down to two models: a consultancy that designs and leads the change, or embedded outsourcing, where the partner's engineers work inside your teams under your direction. Many programmes use both.
The stakes keep rising. Gartner expects worldwide IT spending to reach US$6.37 trillion in 2026, up 14.2%. Public cloud services are forecast to grow 21.3% in 2026. Much of that spend depends on foundations many organizations have not finished: Gartner predicts that through 2026, organizations will abandon 60% of AI projects that are not supported by AI ready data.
Most programmes touch three areas at once, and each needs different skills.
+ Data modernization
Moving data from legacy warehouses and spreadsheets onto governed platforms that are ready for analytics and AI. The work is mostly engineering: pipelines, data quality, access controls and lineage.
+ AI
Building AI use cases and running them in production. Gartner expects over 40% of agentic AI projects to be canceled by the end of 2027 because of rising costs, unclear business value or weak risk controls, so a good partner helps you choose use cases as well as build them.
+ Cloud modernization
Moving applications to the cloud and changing how they are built and run, including containers, automated deployment, monitoring and cost control.
For how to source each of these, see Best Sourcing Models for APAC Data Transformation.
+ The consultancy model
A consultancy designs the target architecture, builds the roadmap and often leads delivery against agreed outcomes. It suits early stages, when you need direction or an outside view for the board. The trade off is cost, and knowledge can leave with the consultants unless handover is planned.
+ The embedded outsourcing model
Engineers from the partner join your squads, work to your priorities and use your tools. You keep control of design and build internal knowledge as you go. It suits programmes where the direction is set and the gap is people, such as data, cloud platform or machine learning engineers. You do need enough internal leadership to direct the work.
We compare this model with managed services in Managed IT Services vs Embedded Outsourcing in APAC.
Many programmes combine them: a short consultancy phase to set the architecture, then embedded engineers to build it.
Engineering capability is what turns a good plan into a working system, so ask to see it.
Our step by step method for comparing partners is in How to Evaluate APAC Digital Transformation Partners.
1. Define the outcome. What must be different in 12 months, and how settled is the scope?
2. Pick the model. Consultancy for direction, embedded outsourcing for capacity, or both in sequence.
3. Shortlist on presence. Keep partners with people and leadership in your markets, not just a sales office.
4. Test the team. Run a two to four week paid discovery with the engineers who would do the work.
5. Agree governance up front. Put reporting, risk escalation, exit and handover in the contract. In Singapore, MAS has proposed Third Party Risk Management Guidelines that would extend outsourcing style expectations, including concentration risk and exit plans, to all third party services.
To turn these checks into a scoring sheet, read How to Build an IT Partner Risk Scorecard in APAC.
Singapore and Hong Kong have the most detailed outsourcing rules for financial services, and Bank Negara Malaysia revised its Risk Management in Technology policy in November 2025. A partner strong in one market may rely on remote delivery in another, so ask where each engineer will sit. The wider risks of multi market programmes are covered in APAC IT Delivery Risk in 2026.
We+ Asia works with enterprise clients across Singapore, Malaysia, Hong Kong and Taiwan as part of Alan Allman Associates. Through We Modernize we help clients move data and applications onto modern platforms, and IT Expert On Demand places experienced engineers inside client teams that already have a plan and need more people to deliver it.
Decide the delivery model first, then test partners on engineering depth, local delivery, governance and knowledge transfer, ideally through a short pilot.
A consultancy designs and often leads the change against agreed outcomes. Embedded outsourcing places the partner's engineers inside your teams, working to your priorities while you keep control of design.
Senior engineers you can meet, automated testing and continuous delivery, production experience in data, AI and cloud, experience with your regulator, and a plan for knowledge transfer.
For most use cases, yes. Gartner predicts that 60% of AI projects without AI ready data will be abandoned through 2026.
