If your board asked tomorrow why you chose your transformation partner, what would you say? A good evaluation gives you that answer before you sign. Evaluating digital transformation consulting partners well comes down to seven questions, asked of every candidate in the same way, plus extra checks for data, AI and cloud modernisation work and for end to end delivery.

The skills behind transformation are hard to find. AI skills are now the hardest to hire in Singapore, ahead of traditional IT and data roles. That makes the partner's people, not just their method, the deciding factor.

  1. Do they understand the outcome?

Describe the result you need in business terms, such as retiring a legacy platform or cutting onboarding time in half. A strong partner will ask about constraints and trade offs. A weak one will go straight to their standard approach.

  2. Who leads delivery in your market?

Find out where the delivery lead sits. When the work is in Singapore or Hong Kong, a local lead makes stakeholder meetings and regulatory conversations much simpler.

  3. Can you meet the actual team?

Ask for names and CVs before signing, then spend half an hour with the people who will do the work. Ask how long they have been with the partner and how the partner keeps them on an account.

  4. How do they handle security and regulation?

For financial services, ask how they have supported MAS Notice 658 in Singapore or the HKMA's OR-2 resilience requirements in Hong Kong. For every sector, ask about access controls, data handling and incident response.

  5. Can the engagement change shape?

Transformation programmes move through phases. Early on you may need a few senior architects. Later you need a full build team, then a smaller run team. Check that the partner can switch between specialists, teams and fixed scope work without a new contract each time.

  6. What do references say went wrong?

Every programme has problems. Ask referees what went wrong and how the partner responded. That tells you more than a list of successes.

  7. How do you get out?

Agree up front how code, documentation and knowledge will be handed back. Regulated firms often need this in the contract anyway.

Assessing end to end IT project delivery capabilities

If one partner will take work from design through build to run, check that they can actually cover every stage. Ask for examples where they delivered the full lifecycle, not just one phase. Look for a named delivery lead, a clear method for planning, testing and release, and a defined handover to your run team. Ask how they report progress and raise risks, and how often.

Evaluating partners for data, AI and cloud modernisation

Data and AI transformation needs more than a cloud migration skill set. Check for:

+ Data engineering and data governance experience, not only analytics.

+ AI delivery with clear controls over data use, testing and human review.

+ Cloud modernisation experience on the platforms you use, with security built in from the start.

+ A plan for keeping knowledge in your team once the build is done.

In Singapore, MAS has also signaled clearer expectations on AI risk management for financial institutions, including inventories of AI use and risk assessments. A partner who can support that kind of governance is worth more than one who cannot.

What to look for in high tech engineering capability

Ask to meet senior engineers, not only consultants. Look for evidence of modern engineering practice: automated testing, continuous integration and delivery, infrastructure as code, and security in the build pipeline. Ask what engineering standards they would apply on your work and how they keep skills current.

Risks to anticipate when scaling for transformation

The most common are key person dependency, skills that arrive too late, partners added without tracking, and access given quickly but not removed. Our guide The Complete Guide to APAC IT Delivery Risk in 2026 covers each in detail.

Turning answers into a partner decision

Score each partner on the same seven areas and keep notes on the evidence. Weight each area to reflect your priorities, then compare totals.

How We+ Asia approaches transformation work

We+ Asia supports transformation programmes across Singapore, Hong Kong, Malaysia and Taiwan. Clients can bring in senior specialists through IT Expert On Demand for the early phases, then build out a dedicated team through We Modernize, We Automate or We Build as delivery ramps up.

FAQ

+ What should I look for in digital transformation consulting partners?

+ What criteria show end to end IT project delivery capability?

Examples of full lifecycle delivery, a named delivery lead, a clear method for planning, testing and release, regular risk reporting, and a defined handover to your run team.

+ How do companies choose a partner for data, AI and cloud modernisation?

Check data engineering and governance experience, controlled AI delivery, cloud experience on your platforms with security built in, and a plan to keep knowledge in house.

+ What risks should CIOs anticipate when scaling IT teams for transformation?

Key person dependency, late arriving skills, untracked partners and weak access control are the most common.

+ What should CIOs look for in high tech engineering capability?
